What is time and materials billing?
Time and materials (T&M) billing is a contract type where the client pays for the actual hours worked at an agreed hourly rate, plus the cost of any materials or reimbursable expenses. It is common in architecture, engineering, consulting, and construction when the full scope of work is hard to pin down at the start of a project.
A T&M invoice itemizes every hour by person and rate, then adds a separate section for expenses -- printing, travel, consultant fees, materials -- with the reimbursement amount for each. The total is the sum of labor and materials actually consumed.
This is in contrast to a fixed-fee (lump-sum) contract, where the client pays a set amount regardless of hours spent. Many AEC firms use a mix: fixed-fee for well-defined phases like Schematic Design, and T&M for open-ended phases like Construction Administration.
